Graf Volkhard is a vassal of Kaiser Otto IV of Reich des Drachen.
Although not being particularly renowned and still bearing the title of Graf despite being one of older lords, Graf Volkhard is a dangerous person. He only trains common Reich cavalry by default, which in addition to him being an excellent pathfinder makes him very fast.
